天津海泰投资担保有限责任公司

　　为解决中小企业流动资金贷款担保问题，推进中小企业的创立与发展，2004年3月，天津海泰投资担保有限责任公司经天津新技术产业园区管委会批准正式成立，注册资金17000万元。公司以高科技型和高成长型中小企业为主要服务对象，兼顾具有一定发展前景和一定盈利能力的其他类型的中小企业；服务范围面向华苑产业区；开办的主要业务有贷款担保，履约担保，财务咨询，投资顾问等。
　　经过2年多的市场化运作，公司利用自身的优势和资金实力，通过与政府职能部门、金融机构等相关单位的密切合作，在天津市的担保行业中后来居上，迅速成长为促进园区企业发展的重要力量，被推选为天津市担保业协会会长单位。
　　目前，公司已与兴业银行、浦东发展银行、天津市商业银行等11家商业银行及国家开发银行签订了业务合作协议。通过协议，公司成为国家开发银行开展再担保业务的合作伙伴，共同致力于支持中小企业的发展，通过开发银行的信用优势和园区政府的组织优势促进中小企业融资，积极解决社会热点和难点问题。此举也为商业性担保公司与政策性银行的合作进行了大胆、有益的尝试。
　　除了开展担保业务以外，天津海泰投资担保有限责任公司积极倡导并参与社会信用体系建设，2004年在天津新技术产业园区管委会的倡导下，与区内企业联合发起成立了天津新技术产业园区企业信用促进会，在为园区企业办理贷款，融资担保，申请科技型中小企业创新基金，火炬发展金，贷款贴息等政府性资助和企业商务来往等方面提供了一个高效的信用评估和信用服务的辅助平台。展望未来，公司将为园区企业信用水平的提高起到重大的推动作用。

In 2004, by the lead of the Administrative Commission of Tianjin Hi-Tech Industry Park, we set up Tianjin Hi-Tech Industry Park Enterprise Credit Promotion Committee with some enterprises in Hi-Tech Industry Park.
